Registration after March 31, 2010

If you missed the March 31, 2010 registration renewal deadline, you may register "late" between April 1 and September 30.  You are required in the bylaws to pay the annual fee plus a penalty fee of $250. Click here for late registration renewal.  If you'd like to be removed in good standing from the CDBC register, please email the CDBC office by clicking on the "Contact Us" page of the website.  

During the last Board meeting, Peter Lam was elected Chair of the CDBC Board of Directors for the April 1, 2010 to March 31, 2011 year and Heather Martin was re-elected Vice-chair for the same one-year term.  Congratulations Peter and Heather!  A special "thanks" to Glenn Kissmann for his four years of service as Chair.  A list of board and committee members for the current year may be found under the "Board and Committee" page of the website.       

CDBC Webcasts, PowerPoint Presentations and Reports

CDBC PowerPoint presentations may be accessed from this Page, under "Publications".  The 2008/2009 Annual Report presented at the October 23, 2009 Annual General Meeting is now posted and the two pre-AGM Information Sessions:  CDBC Complaint Process and the Inter-Professional Agreement Between the CDBC and the College of Pharmacists of BC .  Please call the CDBC if there's a presentation or report you'd like to view that is not listed.  

News:  Continuing Competence Program (CCP)

Now that the CCP three-year phase-in period is complete, the Quality Assurance Committee would like you to evaluate the CCP and help the College improve the program.  The survey link was included in the April Monthly Update and will be active until April 30.  The Quality Assurance Committee is looking forward to reviewing your comments!  Please respond - we want and need your feedback!

 

The College has invested in Claymore IncorporatedÂ’s SkilSure® online software program to support the Continuing Competence Program.  It is designed to simplify registrantsÂ’ participation in the CCP and meet staffÂ’s administrative needs.           

Melanie Journoud, Practice Advisor, continues to provide CCP sessions to groups of at least 10 registrants.  Please contact the office if you'd like a presentation made to your local RD group.  

Amendments to the CDBC Bylaws and Dietitians Regulation

Bylaw amendments are being drafted to "repeal and replace" the current CDBC bylaws.  The Ministry of Health Services has recommended general amendments to update the language and format of the bylaws while other amendments are needed to ensure compliance with the Agreement on Internal Trade and updated sections of the Health Professions Act.  Amendments are also being drafted to the Dietitians Regulation, particularly section 5, Restricted Activities, and section 7, Limitations on Practice, and will likely include additional Restricted Activities to incorporate principles in the Inter-Professional Agreement signed with the College of Pharmacists of BC. All proposed amendments will be posted on the website and circulated to other regulatory colleges before they are approved by the government to give registrants, the public and stakeholders the opportunity for comment.  The office will send you an email notice when they are posted.

Welcome to Diana Stephenson, new Board member appointed by the government

Diana Stephenson was appointed to the CDBC Board by the Board Resourcing and Development Office for a one-year term April 1, 2010 to March 31, 2011.  In Diana's current position, she is responsible for providing support to the Board of Directors of a large corporation where her main areas of concentration are strategic governance, ethics and communications.  In addition, she is a long-term member of a volunteer Board.  Diana brings a wealth of knowledge and experience to the CDBC Board and we welcome her.

A huge "thank you" to Kundan Sangha for his contribution to the Board and Registration Committee this last year!  Thank you Kundan, for your dedication and participation!

The Website is being Updated

Exciting changes to the CDBC website are in progress!  They will increase the usability of the website by grouping all information into three main streams:  Registrants, Employers and the Public, and Applicants.  All information will be available to all groups through cross-referencing and a "search" option.  The updated website should be "live" by June 2010.

Restricted Activities

Consultants have been hired to continue work on competencies for the Restricted Activities as well as a documented "program" for new graduates or out-of-practice registrants to become competent with enteral and parenteral nutrition support.  For this year, proof of competence will remain the same as it has been since the College's inception but will likely change for the 2011/12 renewal year.  Stay tuned for further information! 

AGM and Education Sessions - October 15, 2010

The College's 2009/2010 Annual General Meeting (AGM) has been rescheduled for the afternoon of Friday, October 15, 2010 at Langara College. An invitation will be emailed to you in the fall. Please mark this date in your calendar.

In development - CDBC Jurisprudence Handbook and Exam

Current labour mobility requirements for all health professions enable Full or General Registrants in good standing in any Canadian province or Territory to move to another Canadian jurisdiction without further assessment or examination.  The only exception is a short course and/or examination of the profession's provincial jurisprudence.  The Quality Assurance Committee is currently developing a CDBC Jurisprudence Handbook and examination and bylaws are being drafted to support this new requirement for new registrants. 

National Registrars' Meeting

National registrars last met in-person on October 19-20, 2009 in Montreal. The October in-person meeting focused on:

  • October 19:  Presentation by CDBC on the Essential Competencies Registration Project; a status report on the new "Partnership for Dietetic Education and Practice" (PDEP); Terms of Reference; Canadian Dietetic Registration Examination (CDRE) examination codes; Labour Market Framework (LMF) discussions (funded by Human Resource Skills Development Canada (HRSDC), including policies and documents to support the LMF
  • October 20:   Presentation by two representatives of the Dietetic Association of Australia (DAA) on the education and registration of dietitians in Australia.  Discussion centered on mutual interest and foundations for negotiating a reciprocity agreement between Canadian dietetic regulatory agencies and the DAA. Further discussions will take place before a reciprocity agreement is considered.  The Alliance will also be looking at a future reciprocity agreement with the American Dietetic Association's Commission on Dietetic Registration.  

Regulators meet monthly by teleconference.  The next in-person meeting is scheduled for May 25 - 26, 2010 in Montreal. 

Partnership for Dietetic Education and Practice (PDEP)

Three partners make up PDEP:  regulators (the Alliance), professional association (Dietitians of Canada - DC) and dietetic educators.  Equal representatives from each partner continue to met regularly in-person or by teleconference to continue work on projects of mutual interest, particularly the Integrated Competencies for Dietetic Education and Practice (ICDEP).  A first published draft of the Integrated Competencies will be presented at the Educators Workshop during the Dietitians of Canada conference on May 26, 2010 in Montreal.  Dr. David Cane, consultant, facilitates all sessions and Ms. Angela Cuddy is the Project Manager.  The Integrated Competencies are being designed to meet the specific needs of all Partners.  Standards and competencies will be reflected at the appropriate level in the Canadian Dietetic Registration Examination administered by national regulators, included in student and internship curricula provided by national dietetic educators, and form the foundation of Dietitians of Canada's accreditation standards/competencies.  Once the Integrated Competencies are completed and approved nationally, they will replace the current competencies used by the CDBC. National Regulators Organization (the Alliance)

The Alliance of Canadian Dietetic Regulatory Bodies is a national organization composed of ten equal and independent members who represent the provincial dietetic regulatory authorities. Representatives are Registrars or Chairs of the provincial Board or Council. The purpose of the organization is to:

  • Share information and perspectives.

  • Undertake initiatives to advance dietetic regulation in Canada.

  • Develop and implement competency based assessments for registration.

  • Maintain and administer the Canadian Dietetic Registration Examination (CDRE).

  • Facilitate labour mobility through the Mutual Recognition Agreement.

  • Act as the contact point for external groups on matters related to the regulation of dietitians in Canada.

In January 2007, the Alliance published two documents:  "Introduction to Essential Competencies for Dietetic Practice" and "Essential Competencies for Dietetic Practice".  The Essential Competencies were accepted as the national standard for regulatory purposes in several provinces but not all.  Discussion around the Essential Competencies led to the development of the PDEP partnership group (see above).  When interpreted as intended, the Essential Competencies describe entry-to-practice competence.  However, dietetic educators in several provinces interpreted them at a much higher level than intended and noted that students are not prepared for practice in all areas at the time of internship completion.  In addition, Restricted Activities are not delineated as requiring "additional qualifications" as stated in the Dietitians Regulation.  Despite these drawbacks, the CDBC Board approved the Essential Competencies as they are the most current national competencies available. Until the Integrated Competencies are available, the CDBC will continue to use the Essential Competencies on an interim basis:

  • as a foundation for the CDBC Standards of Practice

  • for the Self-assessment portion of the College's Continuing Competence Program, and

  • for the assessment of international and returning-to-practice applicants via the "Essential Competencies Registration Project".
